i downloaded ToneStack 3 onto my iphone and also my ipad. it is unlocked on the iphone but is still locked on my ipad. i have made one payment. will i have to make another payment to have it unlocked on my ipad.

No, you will not have to pay again. You will need to be logged into the same iTunes account you used for the purchase on your iPhone. Then you can use the RESTORE PURCHASES option at the top.
